First of all, don't click on any links in that email, in case it's a phishing email.
Did it come through eBay messages and address you by your real name, and not your username ID ? That will mean it's from eBay.
To be sure, contact eBay Customer Services, and they will confirm if they did send the message, they will explain the fee charged, and how to proceed to pay the fee, which is vitally important, as eBay do use debt collectors.
