What service did the buyer select?
In that message you've postage a screenshot for, they're not asking for Tracked 24, they're asking for Tracked 48.

The buyer selects the postage they want from the postage options offered.
You say in your opening post that 'CUSTOMER ASKS TO UPGRADE POSTAGE TO TRACKED 24' but in your screenshot they're not asking for that they're asking for Tracked 48.
Nothing is very clear here.
What postage method did they actually select?

That's right, you can't change the SD but you can buy another label out of your own funds and the buyer would get a refund of the SD postage.
Depends on the value of the item and how much you want to please the buyer whether you would do that.
