I refunded an order as i made a mistake with sizing. The refund left my bank account on Nov 3rd. I have now had a message from Ebay saying that the original payment failed and have taken the refund out of my eBay balance so it has been taken twice. Has anyone else had this issue? How did you resolve it?

Have you checked your bank account to see if the money left/ was it returned?

The short answer to a very complicated situation is that if your buyer has definitely received two refunds for the same transaction, both made through eBay's procedures, only eBay customer support can sort it out.
However, as eBay seems unable or unwilling to take money back from buyers they will probably either (a) refund you at their own expense, or (b) wash their hands of it, and tell you to resolve it with the buyer.

Yes money was taken out of my bank and then out of my eBay balance. It has not been returned

Im not sure if the buyer has been refunded twice, without asking i have no way of knowing and they might just say no even if they have been

As you say no point asking the buyer they may not be forthcoming with the truth here!
Contact Customer Services, they have access to all accounts, and can see what has happened here, and if any refund to you, is due.
