I recently bought a necklace paying £10.99 the necklace arrived in a few days but is unwearable, scratched and glue all over the glass. The seller said if I removed the return he would send a replacement, naively I did this but the seller didn't send the replacement and I am now unable to open the case again with eBay. I have sent numerous messages to the seller to refund the £10.99 but to no avail. I can't contact eBay directly as whenever I try I get to the point of ' this return is closed' and can't get any further.

I'm afraid you cannot open another case on ebay. Your only hope is to contact your payment provider and see if they can help with a refund.
