Not easy to contact eBay at the moment. 

Have you opened item not received case?

If tracking doesn't show delivered, you get refund. 

If shows as delivered, contact carrier to complain. 

You can also contact your payment provider.

It's very complicated. The order is old. It's says delivered but in reality it's not. I contacted the seller then and he promised me I will get it, then I received just a key chain and the status became delivered. I wrote then again to the seller and he started with promises and lies. With months. Then he blocked me.

I'm afraid it's too late for ebay to do anthing to help.   They only allow 30 days.    If it's still within 120 days you can contact your payment provider and ask about a refund or chargeback.
