Faulty item refund dismissed

I purchased a spice mixer which arrived but worked only few minutes. The seller asked for prove and I agreed to send a video via WhatsApp. He saw the issue and asked me to return the item. He sent a new item. Same problem mixer worked 3 minutes. Motor smelled burned and stopped working. I asked now via eBay for a refund and return. The case was dismissed with no option of appeal and no chance to explain. There is no eBay customer service option. What can I do?

Faulty item refund dismissed

You may have been beyond ebay's 30 day deadline for claims.   Contact your payment provider and ask them about a refund or chargeback.

Thank you for the answer.
I thought it's 60 days. As the first return was in 30days they closed
it...but it was first not opened via eBay as I did it via whatsapp
