If you opened a Not received case, then escalate it to ebay.
Done properly through ebay you would get a full refund, fees would be refunded to seller.
That is any selling fees, if seller has paid for extra services such as a reserve they are not refunded, that sort of fee is paid whether sold or not and not refunded.
