An item not received case can only be closed because of 2 actions.
One is that the seller had a valid tracking showing delivery, this when entered into the case would close it in the seller's favour.
If the seller hadn't entered a tracking number within 3 days of the case opening, you must then, escalate the case, ask eBay to step in, and they would have forced the refund.
If you did not escalate, then with no activity, the case would close.
After a year it's too late to do anything now.
