Simple Delivery refunds and returns

Why do Ebay refund the buyer and say that they have handled the return, but you don't actually get the items back. I have now lost three items due to this, worse still is they give no reason for the refund. Does this loophole mean that the buyer gets their money back and get to keep the items as well. If that is the case is that not called fraud?

With eBay's Buyer Protection programme they issue the refund themselves and the seller keeps the payment.   Item does not have to be sent back but you haven't lost out.   No doubt ebay will keep tabs on buyers' claims to make sure they are not over-claiming.

You haven't 'lost' three items.  You have sold them and been paid for them.

If the buyer opens a claim and says the item was received damaged, then Ebay refund them and they get to keep the damaged item, which may well be worth less than they paid you.

Some items might still have a value and some buyers might make fraudulent claims.

However, buyers have always been able to start a return if the item received was not in the condition they expected.

The difference now is that Ebay foots the bill (in some circumstances) rather than the seller.
