Global Shipping Program not working glitch

Hi, a buyer in France is trying to buy an item from me, I have turned on the global shipping on that item. But strangely he is getting the message that I don't ship to his location when he tries to buy it.

Any workarounds to enable him to buy via GSP only? As i am a new seller and can't take the risk of shipping the item myself internationally.

I checked some of your listings. 

Some you only sell to UK. 

Others are not in GSP, says you do sell internationally, but buyers have to contact you for cost.

This is what appears when France selected, it is not in the GSP. While I think buyer could buy they cannot pay as there is no cost for shipping. If in GSP their expeie shipping  costs  would  show.

Any ideas why is it not been included in GSP as it is turned on from my side.
