Well that wasnt very nice of the seller and no it isnt upto you to look into it.

Depending on the sender, you could look on their tracking and theres often a photo image or GPS which may assist you finding the item but if not go to your order and on the drop down list (situated on the right) select "More actions" and select " I didnt receive it" this opens up a case for the seller to look into.  After 4 days if you have had no success a new option will appea " ask Ebay to step in" and they will look into the case.

If the case is not settled in your favour after that you can contact your card/bank and lodge a "chargeback" but it shouldnt come to that, Ebay will more than likely refund

I would not rely on ebay doing anything, there is no point in having tracking numbers if ebay decide to ignore them. They accept them as tracked proof of delivery, it is not optional.

You might find that the same applies if you ask your payment provider for help.

No, it wasn't, but unfortunately that's what it may come down to.

You can use eBay's money back guarantee to open an "item not received" case. However, eBay can't and doesn't attempt to investigate disputed deliveries. If the tracking record states that it was delivered, eBy will treat it as successfully delivered

You can appeal, but eBay may place the onus on you to prove otherwise. Unfortunately parcels are frequently stolen from the doorstep after delivery, and this is not covered. eBay may require you to obtain a letter of admission from the courier, confirming that the tracking record is incorrect. Good luck with that!

If the delivery was made usung eBay's new simple delivery system, eBay and not the seller would be responsible for paying any refund. Whether this makes any difference to the way they handle cases we don't know yet!
