Invoice a buyer with new [postage costs as agreed How?

It has recently been restored to the sold items pages, but it is SEND PAYMENT DETAILS, which is an  invoice, you just edit postage.

Whether it works I do not know, as for some time it has been out of action.

Again it may have moved, but there is a link for combining items, which also means send a combined invoice.

You can't do that.   You'd have to cancel with buyer agreement (refund will be issued in the process) and relist with correct postage for the buyer to buy and pay again.
