So, I'm trying to list something for the first time since the introduction of the new payment and simple delivery rules came into effect.
Having created a listing and chosen simple delivery (EVRI toggle button set to exclude) the recommended size/weight defaulted to 15kg. The item by the time I package it will be over 2kg so that fine. Cost shown was £10.80.
In previews mode, no postage details or costs were shown, but having listed the item, it shows Standard Tracked Delivery at £10.80 or Express Tracked Delivery at £7.69.
How is it cheaper to send Express, and is this an error?

Definitely an error/glitch as it should be coming up as a 2-10Kg parcel with a price of £6.65 for Standard Delivery. Not sure what the price should be for Express Delivery as eBay haven't published the rates for those.

At the moment the 2-10 and 10-20 weights do not appear in the list of options when listing, only 2-15 or 15-20, I suspect the discrepancy between standard and express is connected to preparing to up-date the system to the new weight bands, in the same way that the 0-1 and 1-2 rates went up prior to them coming down again once the small parcel size was introduced.

It's odd, whilst I can't see the up to 10kg option my son-in-law can, so it has been released.
I've raised the issue with e-Bay who riased an IT ticket for me. IT responded with an answer that was incomprehensible to both the e-Bay agent and myself, so she re-opened the ticket.
