Open a dispute

I'm done with eBay, it impossible to get help and now I'm here. I received an item form china that was not as described and does not fit the vehicle as described. I started a return and it said I have to pay postage to china which is more than it's worth, the seller said "good luck" and didn't care. I cancelled the return to try and do it any other way but nothing, I can't see a single option on any page to contact anyone or open a dispute and when I press return it says I already have a rerun open but then says it cancelled.

Ebay only allow you to start the return process once.  Otherwise, it would be completely chaotic and unfair to sellers whose funds could repeatedly be put on hold.

You should try your payment provider.  If you have bought an item that was 'not as described' you should be able to start a chargeback.
