Why does ebay allow scam adverts?

Why does ebay allow scam adverts, hi value vehicles advertised, new ebay user with a phone number on the advert, the vehicles are always a lot cheaper than what its worth, clearly a scam and when I send reports in, ebay come back with, they dont go against any policy,

How can ebay allow these scams, and make their customer vulnerable to scams using their site, what makes it worse is that even after highlighting these scams, ebay still chose to ignore them, should they be doing more to protect their customers?

Ebay provides no buyer protection for vehicles.

 

It is up to buyers to know how to protect themselves, principally by not parting with a penny until they have inspected the vehicle in person and done all the relevant checks.

Everyone knows that, however ebay allow scam adverts to run on their site, leaving their customers vulnerable to scams just because scammers pay fees and ebay are just interested in getting fees rather than protecting its own customers is definately wrong and shouldnt be allowed to happen

Ebay cannot monitor the millions of items listed every day, and even then AI has no idea of what a scam is.

By using ebay to buy you agree to the T & C you have signed up to, as already said it is up to buyers to use common sense, particularly with vehicles, with no buyer protection, and the only safe method of payment, is after full inspection.

No deposit on vehicles should ever be paid as that will just be lost money.

I am not expecting ebay to monitor the thousands of adverts, what I would expect though is for ebay to delete obvious scam adverts when they have been reported, saying they dont go against any policy means nothing to genuine ebay users, to say its the responsibility of the people who get scammed is not really the answer, the banks cant do this because of laws in place about banking, however a large global company like ebay can get away with it because of wordings on their policies, do you think it right for ebay to allow scam adverts, if you do, that's fine, we just have a different opinion of whats right or wrong
