Just out of interest. I sold recently to a buyer who requested cancellation. Looking at their feedback appears they do this regularly. Have reported, but ebay have said it's not an issue.
If i had ignored the message to cancel, would the buyer have been marked as a non payer?
It's just irritating as most of my items are low value and it would be good to restrict time wasting buyers

Yes, if you ignore the cancellation and wait 4 days ( that's the downside you cannot relist in this period JUST in case they pay 🤔 ), you then cancel the order citing Buyer Has Not Paid.
This gives them an unpaid item strike, if they gain another, they will not be able to buy from the majority of sellers for a full 12 months.
Must admit, I'd feel tempted to refuse the cancellation, and wait the 4 days to then cancel for non payment.
Unfortunately, if you are seeing negative feedback from sellers, those sellers not only have broken feedback rules, you can see there's no ' red dot' facility , they didn't stop the buyer from doing more of the same.
If they cancelled for non payment, that buyer would have accumulated enough strikes to stop them buying from most sellers, or even banned them completely from eBay' site.
Remember to block them from returning too, add their ID here:

Thank you. I have blocked. Will do this in future. I wish I'd checked before cancelling.
