My payment keeps being declined. The bank has said 'your online shopping transaction declined because the company the buyer is trying to purchase goods from hasn't submitted it using the correct Fraud prevention measures'
The seller says its because of eBay, however I have made other purchases from different sellers without any issue.
Has anyone else come across this issue?

I do not see what you are doing, as seller never knows how you are paying as all transactions go through ebay, so the ultimate seller has no direct contact with you.
As everyone has to use approved methods of payment as shown on every item for sale, I do not see what your bank is objecting to, as they do not know who you are buying from.
