If 30 days have passed the item's last estimated date for delivery you are too late to open a case with eBay and need to turn to your payment provider.
If not and using the app or mobile browser, switch to a laptop / PC and try Chrome, try from there.
Clearing cache and cookies never harms.
If all of the above fails, just try a few hours later it may just be a temporary site glitch, there are many ! 🙄

Hi, yes it’s only been two days. I gave contacted seller who will accept a return and refund. I have tried the return link on iPad and IPhone several times over the last two days, and always the same response .

Go to this link and get a call back from CS. Ask them to open a case for you. You may have to be persistent, some people have said they don't always get through first time.

Check the seller's account is still viable. It's just possible it's been suspended by ebay.
If it's OK try to get to speak to someone at ebay and ask them to open a case for you. They might also be able to say why you haven't found it possible.
Click on the help link at the top of any page. Select any topic then scroll down to Contact Us and get to automated assistant. Ask to speak to an agent and repeat until it passes you to a real person.
