I believe eBay do use Moorcroft as a debt recovery agent, and eBay do chase unpaid fees.
However, to be sure this is not a scam, do not click on any links in that message.
I would contact eBay Customer Services, they have access to your account and can tell you if you have any perhaps, forgotten unpaid seller fees.
