Simple delivery - returns

So Simple Delivery sounds OK as far as the seller being protected against loss or damage in transit. As long as they don't start denying protection if you can't prove your packaging was adequate.

But what happens for an item not as described claim, particularly if the buyer has chosen expensive express delivery?  I never offer this as I don't want to be out of pocket by the extra amount if I have an item not as described claim. But you can't stop Simple Delivery offering it.  So who refunds the express delivery amount?

And given ebay's woeful history of estimated postage amounts is there going to be a way to override ebay's postage amount if it isn't sufficient, or even way too high?
