If you've had 9 candles break then that would indicate that your packaging isn't adequate.
To be honest, it's unlikely that Royal Mail will refund you, they don't cover items that incorporate any glass, but you can complete a compensation claim on their website.

The candle looks to have been sold with eBay simple delivery so you shouldn't have refunded youself, eBay handles all claims for loss or damage in transit.
It's too late now but your buyer should have opened a claim using arrived damaged and eBay would have refunded them and you would have kept the payment.
Check how simple deleryworks here https://www.ebay.co.uk/sellercentre/postage/simple-delivery

If 9 candles have got broken in transit on separate occasions, that's a bit contrary.
