Initial payments are held for returning sellers, as eBay wish to see those item safely delivered showing that the genuine owner has returned to sell on that account, and it has not been hijacked .
The mention of PayPal is odd as payments are not directed there any more, but to the bank account you have to register with eBay's Managed Payments. If you haven't register for this yet, follow this process:
You need to provide eBay with details of a bank account and have this account verified. The usual method here, is for eBay to send 2 micro deposits into that nominated bank account for you to receive, and confirm to eBay.
Once this is completed, you will be able to list items for sale, and receive payouts from those sales.
