Additional charge for refund ?

I purchased a product, value £33.92. Included Buyer Protection. It did not arrive. Seller advised me that their supplier could not supply the item and offered me a refund. I accepted. Seller sent me refund BUT deducted £4.17 from it. I received £29.75. I asked the Seller why £4.17 had been deducted. They replied that it was a charge by Ebay. I have searched Ebay Help for more information but cannot find any. Does anyone out there know anything about this, please? Thank you.

Was this a private seller? 

If so, ebay refund BPF, although if they have a supplier they should be a business seller. 

If it was German seller, probably the exchange rate difference.

Thanks Tobias. Seller is in Bristol, UK. Advertises goods from online shop so I guess he is a Business Seller. His refund invoice is marked "Coupon £4.27" and he said it was for a charge made by Ebay which he could not do anything about. I'm inexperienced but it doesn't feel right to me, because a refund is a refund and he couldn't supply the item to me, so why should I lose money? Any thoughts? Thanks again.

Did you open ebay case for item not received? 

If so escalate to ebay.

If no case, open it now and escalate on day if no full refund.

If you used a discount coupon, you won't get refund of that amount as you didn't pay it.

You won't get another coupon either, they are 1 use only.

I understand but no, I didn't use a coupon. I don't know how to use one even if i had one. The seller used the word coupon on my refund invoice and then said it was a charge exercised by Ebay. I will pursue this because ive now discovered the seller has several negative reviews saying similar things. Makes me wonder why Ebay continue to allow them a platform
