Promoted Listings - how do you know the charges are legitimate?

I am writing to ask if the Promoted Listings charge can be tracked or traced in any way. In the last 2 days I have been charged an extra 10% for items sold - but how do I know that the buyer has actually been enticed to buy through an eBay promotion? I have noticed that my more expensive items are subject to the charge ( not the real cheap ones) but more worrying is repeat buyers have had items subject to the charge - surely they are just browsing through my shop? Or does eBay charge me because they brought them to the shop in the first place?

Short answer is no, they can't.

 

Reason that you see repeat buyers buying promoted is because of the halo items rule. If a buyer clicks on one of your promoted listings then any item of yours that that they buy within 30 days will have the promotion fee (as long as it is part of a promotion) regardless of whether they click on it from a promoted or an organic link. These are called halo items.
