I would guess that your feedback is not the issue but you do have to register as a seller and add a bank account before you start selling.
You may also need to provide identity documents.
Have a read through the relevant information using the link below. When you have registered your account to sell and added your bank account, you should contact Ebay if there is still an issue.

Just to add....if you have correctly signed but to Managed Payments and still need to contact Ebay CS here is a link. They do not open until 8a.m.

As a buyer, you are allowed to hide your feedback, but as a seller you are not - which makes perfect sense - who would want to buy from a seller who hides their feedback?
So, if you want to sell, you will need to make your feedback public.
Contacting eBay won't change matters - those are their rules.

I think @jckl1957 has hit the nail on the head here.
We know that eBay messages may be tad on the wrong side of explaining correctly, the issue at hand.
The OP has not used their account for selling for over a year, and may not realise that registeing for Managed Payments is essential.
Sudden activity on a dormant account raises red flags to eBay, and perhaps a not so clever bot just sent out the wrong message.
Registering for MP, I'm sure is the cure for this.

Thanks for the replies, no I haven't sold anything on ebay for a while, I'll look at managed payments, I don't know what that means, my bank account and paypal are registered and show in my account. My account hasn't really been dormant, I have bought things recently.

A buying account is different to a selling account.
PayPal is no longer used as a payment method for sellers to receive payments, you need to register a bank account as advised and then eBay will verify it and then you can sell.

I have the same problem. Out of the blue, my feedback is flagged as 'Private' and I can't change it because I have items for sale. I've always got items for sale but the 'private' tab has only recently been changed (not consciously by me) and I cannot reset it to 'Visible'

Your feedback profile is not set to private, I can see feeback you've received.

I think daveninvest might be looking at where on his feedback it says "(Private Listing)" rather than his feedback being private and not being able to be seen by anyone.
@daveninvest if that is the problem you are having you need to go and revise your items. Go down to the Pricing section and on the right there will be a bit you can click on that says "See pricing options". when you click on this there will be a list of options to click on. The bottom one will be "Private listing
Allow buyers to remain anonymous when they bid on or buy an item." you need to click on the slider next to it to turn the slider from blue to grey to turn it off.

I have noticed that when I look at a buyer's feedback, the comment I make with my +ve rating is there but 'From' column has just ' ***** Verified purchase ' without my handle whereas previously it always had my eBay name. Is that the same problem as you describe with the 'Pricing Private' flag ?

Setting listings to Private will not or should not prevent a member from listing items for sale. That just means no one can view who is bidding on items.
Setting Feedback to Private is what makes it impossible to list on eBay because eBay buyers need to see Feedback when making decisions: it is a feature eBay feels makes it unique.
All I can say is contact eBay support. If you have more than one account, make sure the settings for both are what you wish to have and remember both accounts might have different requirements which are not interchangeable.

Yes I believe so, which is silly as it is only you the seller that can see the buyers name. If I look at another sellers feedback the buyer name has already been anonymised by EBay as something like m***i, so it seems silly changing it to *****. Though this is probably a left over bit of coding from when a buyers username was visible on feedback to everyone and having a private listing made sense for items that might be a bit sensitive like incontinence pads for example.
