Hi Guys
This is a first for me, so need advice.
Purchased a set of darts from seller, postman just arrived with jiffy bag damaged, and no darts inside.
What is my next course of action for me and seller ?
Any help is much appreciated

You need to be very careful here and open a case for item not as described, not one for item not received. You will need to return the packaging to the seller using a paid for returns label they will provide you with through the case.

I refused to except the empty envelope, and it is being returned to sender, I just hope they give me proof of sorts, it has been returned, not much good to sender, he might have to put claim in against royal mail

Ouch you shouldn't have done that. Refused delivery is classed as delivered

Unfortunately, by refusing delivery you have voided any protection you had under eBay's Money Back Guarantee.

You may think its a righteous victory but unfortunately it was a big mistake.
Hopefully you have an honest seller.
Message them with what you have done so he doesn't think you've just removed the goods and sent back an empty envelope.
