GSP UK to US Costs very expensive

We've been selling for many years and have used the Global Shipping Programme since it started for International Sales. Whilst the shipping costs are sometimes higher the protection we receive as a seller is worth it for us and we still make plenty of sales from all over the world.

However, we've noticed the GSP cost of shipping an item from the UK to the US has suddenly become very expensive compared to a few weeks ago. What was £15-£25 for the customer is now over £100. This applies to all the listings we've checked so far from different categories and all are small parcels. This will certainly deter US customers from purchasing anything from the UK. The Royal Mail cost is about £20 for the same service but not something we want to offer to customers at the moment.

Shipping to other country GSP costs are as they should be and are within the price range normally charged.

Does anyone know why the US costs have increased to such an excessive level?

Do other sellers have the same issue with the US costs being over £100 for every item?

Have checked my listings and the shipping costs seem to have come down. However, they don't seem to be as low as they were before this issue. What was £108 shipping is now £43 - but it is still more than double Royal Mail. It used to be just slightly higher and on some a little lower. So don't think it's fully sorted but looks like Ebay have picked up the issue.

Someone posted similar from the US, down but not to previous levels.

Ebay US customer service also didn't have a clue why.

I see today the GSP costs to the US have come down further, to the normal levels, or very close to. Nothing from Ebay however, with no explanation what occurred..... how do we now it isn't going to happen again...

There was a post from a US based member saying Trump has been messing with the tariff free limits, on, off, and on  again.

This will be causing issues for ebay and others.

I need to jump on this band wagon…

im trying to ship an item for £21 to France free uk postage

comes through as £17.50 with no breakdown of where that £3.50 went / what charges

then they take their “fees” I’m left with £14 and still have to ship to the post office £3 so I’m left with only £11!!!!!

all that effort and such little return not to mention the guy in France has also had to pay around £20 plus the item itself

i sookento someone today and they said it’s correct but surely it’s cheaper me just charging a Royal Mail of flat £16 to Europe and then we both have fewer/smaller charges?

I’ve just removed the GSP from my account as people have started buying from abroad but I’ll be making no money

Trump revoked the $800 demimis

duty free customs import duty

a couple of days ago,

then reversed the order when US customs and the mail service ground to a halt with millions of packages  needing to be processed,

but the intention is there  for it be re introduced once they get it sorted

I read earlier on the blog that cannot be named that this is a known issue and as is traditional is being worked on by the relevant team.

I didn't read it all (I don't sell to the US or use GSP) but it seems that $100 was added to the buyers postage at checkout.  One comment mentioned that the extra $100 had disappeared again but prices were still about double the more normal $20 - $30.

The high shipping costs was not a simple £100 added, they were different amounts but all were over £100 that I check on my listings that should have been much less. Have checked listings again today and the GSP costs have come down again so an item last week was £108, then £43, then £34 and now £26 to ship to the US for the customer. Some of the differences could be down to exchange rates but the hike to over £100 obviously wasn't and there's still no answers or updates from eBay stating what's going on with these prices.........

I really can't say any more.  Sorry, I don't ship internationally and when I did I never used GSP.  I only replied in case there might be someone on this thread that reads the blog and might be able to untangle what was said.🙂

I'm going through it now. 3 cancelled orders by us buyers and 2 desperate buyers unable to follow through because Ebay are trying to charge $200 just for shipping fee instead of $37!! They are clearly playing a Dirty politics game. Because the other day they said technical whilst yesterday on the help page putting up a warning about unstable Tariffs from UK to US which is a load of codswallop as Royal Mail woukd still onky want £30 tracked & signed on a heavier larger package. Like you I can see any other international countries are all still the same. I've lost £800 in sales because of these dirty tactics & buyers are being snotty over it in end when I've replied back. Like you though I don't want to do the international post myself as it puts me at huge risk of either not getting paid for months or being scammed out of both money & item, so I don't want to risk it. I might just switch shipping to USA off so I don't have to deal with the backlash. As it's out my hands & buyers need to start blaming Ebay

This is just one of the bells that are tolling for ebay!

GSP  used to be so effective and profitable  ,despite the perception  of expense for buyers or the lack of information buyers received  from ebay about the process

@ev-530680  @vintage-emporium-jedburgh  and anyone else seeing very high prices for GSP shipments from UK to US, I'd highly recommend checking your listings to see if you have provided Country of Origin/"made in" information in item specifics where appropriate.

This change isn't eBay playing dirty politics or just trying to make more money, it's directly related to executive orders which have been issued by President Trump regarding importing items made in China.

When this happened back in February, it was also related to that - but at that time the US government put a pause on the changes, which is why the prices went back down.

But that pause ended on May 2 and now shipments of items made in China and Hong Kong are no longer eligible for the de minimis duty exemption, regardless of where they are shipped from.

The order that just went into effect says that goods from China and Hong Kong shipped via UPS, DHL and FedEx are subject to a baseline 145% tariff, plus any additional product-specific tariffs. Goods shipped through international postal systems will be subject to a baseline 120% tariff or a flat $100 fee per postal item and on June 1, that flat fee will increase to $200.

Since the Global Shipping Programme is a service which charges the import fees upfront at checkout, eBay has to be able to calculate them. While eBay has not officially confirmed, it appears that for items where the Country of Origin/ made in/ manufactured in information is not available, eBay may be defaulting to assume the worst case scenario to make sure the costs are covered since they can't charge more at a later point if the item is found to have those tariffs/fees due.

That's also why you may not be seeing the same increase when shipping directly with Royal Mail or some other providers. The same duties/fees still apply but other shipping methods may not have them paid upfront, instead the buyer would have to pay separately in order to clear customs and receive the package - which could cause even more headaches for UK sellers if packages are refused/not paid for and either held or returned to sender.

If your items are not made in China, eBay needs to know that in order to handle this situation properly, so make sure you have accurately entered that information on the listing.

Yh i spoke to a agent on 0hone yesterday & he was absolutely baffled & said there should be Absolutely NO REASON the charges were that high. & that he had already dealt with a order tyat day that sent a load of swimming diving equipment which was a heavy bundle for only about £30. There is NO excuse for trying to charge $200 to ship a piece of clothing weighing less than 1kg and in portable envelope. Even if my used items were made in China. Which nowhere have they been declared so..absolute rubbish or Royal mail and all the other couriers woukd ve doing the Exact same thing

@ev-530680  respectfully, I'd suggest going back and reading my post as it answers several of your questions/concerns.

GSP charges duties upfront whereas Royal Mail and other providers may not, so no they would not be doing the exact same thing.

As to the $200 charge, again read my post - the executive order that just went into effect provides that for items coming in through the postal system, either a 120% tariff or flat $100 fee will apply and my understanding is that it is the carrier which gets to decide whether it goe with the percentage or flat fee.

Importantly, that has nothing to do with the size/weight of the package and, in the case of the flat fee, it has nothing to do with the value of the item in the package either - so yes it is entirely possible for a small item that used to not be subject to duties to now be showing a GSP price of $100+ representing the total for the import fee and shipping cost.

It's also possible that if eBay believes the shipment won't reach the US until after June 1, they may already be using the $200 flat fee amount that will be in effect then.

It's been a mess with a lot of flip flopping back and forth by the current US administration over the last few months, but here's a decent article detailing the change that have been made and where things currently stand.

https://www.avalara.com/blog/en/north-america/2025/02/how-to-handle-us-china-tariffs-de-minimis.html

As to your last statement "Even if my used items were made in China. Which nowhere have they been declared" - that's preciously the problem.

If you have nowhere declared where your items are made, eBay has no way to know they are not made in China.

In this scenario, that could make literally hundreds of dollars of difference on any given item, so eBay has to make a decision for what to do as a default - they could simply block all items from GSP that don't have Country of Origin/"made in" information added, but then buyers and sellers both would complain about items being blocked and it would guarantee none of those items could be purchased.

Defaulting to assuming made in China/duties & fees apply in the absence of other info is not ideal either but it does at least keep the items available to be purchased through GSP and allows the possibility for them to still be sold to a US buyer if that buyer is willing to pay the costs.

Unfortunately, decisions being made by the current US administration have created a difficult situation for all involved - buyers, sellers, and eBay.

The only suggestion I can make for sellers who find themselves in the middle of this is to make sure your listings have that information clearly stated if it is not made in China, so that eBay can pick that up from item specifics and (hopefully) properly calculate GSP prices without the extra costs added in.

@ev-530680  I'm in the US so trust me when I say, no they do not at least for items made in China and Hong Kong.

That is what changed on May 2nd  - for items made in China or Hong Kong, that exemption for under $800 no longer exists, it has been replaced by what I quoted above with the percentage or flat fee. That is why you have seen the costs for GSP shipments from the UK to US jump significantly.
