So what happens if the courier or Royal Mail don't scan your sale upon delivery, and the buyer says they didn't receive it?
Are sellers covered for this at all?

Exactly the same thing as happened before in terms of having to refund if there is no tracking proving delivery. There is no seller protection other than tracking.
If you have been paid because 14 days were up, you will have to give that payment back, and if you were not paid, because it was less than 14 days, you won't get paid.

Sorry, should have been clearer. What if I've sent by a tracked service, but the courier or Royal Mail haven't recorded the delivery , and the buyer then says they haven't received it?

The answer is the same, if the tracking doesn't show delivery you have no protection.
You would however be able to claim from the courier for a lost parcel.

Right thanks. I certainly won't be using Simple Delivery if it chooses Evri as the courier.

The exact same as before you record no delivery it then up to you to claim from royal mail, you refund the customer.
The rule changes do not make any difference when this happens.

But if you are using Simple Delivery and send by a tracked service (allbeit one that ebay/the buyer have selected...) *ebay* itself will cover non-delivery refunds, not the seller......
So *if* you are prepared to sell using Simple Del. (i.e. you can cope with drop-boxes, smart-phones, printers, getting out of the house, driving to drop-off points etc etc) then Simple Del might be useful.
But a fair amount of us can't and won't be...☹️
