Buyer in USA paid the listing fee finally and is now telling me after paying that they didn't know the postage was so expensive (when it was them that chose and paid for it) and want a full refund. When I try and go through with this, firstly it tells me it will take the international fee still out of my held funds from other items which is outrageous, and secondly it won't let me refund all their GSL custom fees etc.
What do I do? Their cancellation request is set to "found a better price elsewhere". Why am I being charged a fee for a buyer changing their mind/regretting their purchase as they've allegedly found the item cheaper in their own country now?

I would think you just have to go ahead and issue the refund, but as the item has not been posted, the custom fees would not be charged, & your international fee should be refunded.
Hopefully someone who has been in the same situation will be able to clarify this for you.

What does it state exactly? According to the fees credits page the international fee is always credited back when an order is cancelled.

You can't refund the GSP charges as you didn't charge them - they will be refunded by eBay.

Hi mizuku_kagirinai, thanks for your post.
If you are issuing a full refund, only the amount you charged is what will be deducted from your account. For example, taxes and things like that would be refunded by us, if you are seeing something that you are not supposed to be refunding yourself, please let me know the item number, and I will be happy to take a look for you no problem.
Thank you,
Marco
