Sold 4 wheels and as far as I was aware they were identical, turns out one wheel was different. I offered a partial refund which has been turned down. I told the buyer as he collected if the offer was unacceptable I would be happy to collect and refund on collection if he sent the address. I've heard nothing. Now I'm expected to arrange a courier to collect without knowing when is convenient. To make matters worse I'm in the middle of moving so it could be returned to a house I'm no longer at or they try to deliver to a first floor flat that I'm also not in. Any ideas how to resolve.

Buyer has to open a return case, that would give you the address. Returns must be done through the ebay system otherwise there is no means of enforcing any agreements made verbally or by messages.

eBay now offers 2 options a full refund
You used a very expensive extra word in the description: "set".
It's obvious in the listing that the the four wheels don't match - I don't know how you thought they were identical. Or for that matter, why your buyer didn't notice.
The photos are so clear that if you had just listed them as four wheels you might have been able to appeal eBay's decision, but listing them as a set implies that they all matched.
As you say, you will now have to arrange for the return of the wheels, and refund the buyer in full. Or just write them off and refund the buyer if they're not worth the cost of returning. It's tough I know, but these are the terms that all sellers have to accept inthe user agreement.
