Buyer wants to cancel immediately after sold

What happened to Detailed Seller Ratings?

I am used to clicking on the numbers of sellers feedback stars and it then showing me the exact result i.e. 5, 4.9, 4.7 etc.Today nothing happens at all when I click - has anyone else noticed this or just me?

Emergency payments hold funds

Can I ask for the release of some of the withheld funds when I am in a difficult situation? for example £60 has been withheld from my account, can I ask for £5 or £10???as an emergency live situation?
