I paid for an item I had bid on as soon as I won. However, I think the seller is purposely ignoring me. Before bidding I offered the seller 3 lots of amounts and all got automatically declined. I asked my friend to offer them £50 (as you only get 3 chances at offers) and they themselves declined that. I won the bid at just £25, so I don't think the seller is happy about such a low amount and appears to be ignoring me. Especially as the decline of the £50 was declined manually, and not automatic.... I've messaged the seller for 3 days straight now, trying to get a pick up time date and location and have no response. What do I do? I really want the item.

If you haven't already made payment then the seller can get away with not replying to you, as it's against eBay policy to exchange contact details until you have actually paid for the item. If, on the other hand, you have paid already but the seller is being deliberately obstructive and won't provide you with the address that you need to collect the item from, then I would say it's more than likely that the seller is pretty cheesed off about the item only selling for less than half the amount that he actually wanted for it.
In view of the above set of circumstances I don't think it's likely that you're ever going to get the item, even if you have paid the seller for it, so I would agree with the advice that you have already been given with regards to opening an Item Not Received case and escalating it to eBay on day four if the seller fails to refund you in full by that point. At least that way you'll receive a total refund of the money that you paid to the seller.

I'm afraid there's nothing you can do. eBay cannot force a seller to sell.

You won the auction at £25, have you actually paid yet?
Buyers/Sellers are not allowed to exchange contact details until item is paid for.

I do understand you really want this item, but there's nothing you can do to force the seller to sell you this item.
When 4 days pass and no contact details for collection are forthcoming, you need to open a case for item not received, and escalate on day 4 for a full refund.

What I would do is pay for the item if you haven't already so they have to reply to you, if they don't then open an INR with eBay, you will be refunded in full once the cases closes.
Then this is where the chance to leave a negative comes into play, you have had a negative experience with this seller so others should be warned about how they behave, they may think twice before they do it again to someone.

I paid straight away, as soon as I won the auction, on 30th January... I will give them until tomorrow and then open an INR case. Maybe it's because it's been the weekend? It's just frustrating. If they wanted more, why not put the starting bid higher or a reserve amount? 😬 thanks everyone for your help and advice.
