I have to post a Parcel which will cost £3.90 but this stupid "simple delivery" price quotes £3.38, will the Post Office charge me the extra 52p or will the buyer be asked to pay it?

The Simple Delivery label will be fine it will be the price agreed between ebay and RM.
The buyer pays only the price on the listing.

So many people have been asking the same, or similar questions about 'underpriced' labels. It has to be the most confusing, poorly explained aspect of Simple Delivery!
If you are given a label by Simple Delivery, it is ok to use it, even if it is the 'wrong' weight/price for the item.
With so many not realising this is how Simple Delivery works, it would have been really helpful if eBay could have added this information to the postage section on the listing page. A simple pop-up box would have saved a lot of confusion! 😖
Of course, some sellers have had parcels refused at the post office... so it is understandable that people are still concerned that this might happen. An awful lot of trouble has been caused, & time wasted, thanks to Simple Delivery...

The simple delivery labels I have printed don't have postage cost on them and my Post Office were told not to weigh or measure my parcels so don't worry.

The information is available if people can be bothered to read it.
When Simple Delivery was introduced e-Bay sent me a e-mail roughly explaining it and containing links to the full information which I took the time to read before using it. Maybe not everybody got that e-mail; I did despite having a lot of them switched off in my Communication Preferences.
What to do, or not do, if a label is under-weight or size is also fully explained on the page that opens when you get the label.
Of course some people do read it and fail to understand it or read and understand but don't believe it as they think they know better.

It goes against all our training / schooling / "edumacation" to send something that we suspect or know is larger / heavier - but eBay now has to 're-train' us to send things that they state will be ok by just using their Simple Delivery label.
How many times have we re-packed a large letter (sitting on it and using self seal bags to expel all the air) to get it it to fit into 25mm or re-boxed to stay within the small parcel size. Now it seems we don't have to worry cos eBay says, 'it will be fine'! They just need to train all the post office staff cos they've had it drummed into them all these years until now - to reject oversize / overweight - or pay more!
Every day is a school day!

Absolutely right and it's great not to have to think about size/weight when packing something or being tempted to skimp on packaging to keep them down.
Sadly poorly-trained Post Office staff is a problem without e-Bay's control, though it only seems to be QR codes that cause arguments — printed labels are fine as are collections as postman have no means to check things anyway, and they don't give you the third degree over the contents either.
