I understand people can have more than one buying/selling account on here for various reasons (I only have one) but now with Ebay reporting to HMRC, is the 30 items/£1740 limit PER account or across ALL accounts?

No, if a post is directed to a specific person it would say so, same as yours does when you do respond to a particular post, example:

Rule of thumb is if you're replying to the OP or simply adding to the discussion then just click on the reply button in the opening post.
If replying directly to a specific post then click on the reply button in that post, then it'll show at the top of the published message who it's directed at.
Or reply and then quote.

A quick Google search will show that eBay does link accounts; they don't even need to be registered to the same individual.
Linking accounts by association is not required for the purposes of the digital reporting thresholds. Where multiple accounts are registered to the same individual the thresholds apply to the individual not per account.

I read this too, I think the amount will go up £500 per year so it will be £3000 by 2029

No, it is a proposed increase to the Self Assessment reporting threshold not any allowance so increasing it in stages would serve no purpose.
