I had appalling service from a seller about a year ago but the negative feedback I put on appears to have disappeared from the sellers feedback record. Is that normal E Bay policy for feedback to be deleted after 12 months ? ? And if so why ?
More oddly still the feedback has also disappeared from my feedback record, yet other feedback (older than that) is still there. Could this be because EBay eventually refunded the order ? But even that is unfair because it was not the seller who refunded it, it was me who had to argue like hell (with both E Bay and Evri and it took days and days.....) to get it refunded from E Bay because the seller washed his hands of it at an early stage. So I feel very strongly that he should not benefit in any way from that refund.
* Basically he sent out an order worth about £80 without a signature and it got left unsigned for in an unsafe place, but he said he'd got a picture of it in my shop's (unlocked) porch so he would not get involved. I had to fight him and E Bay and Evri for weeks to sort it out and was VERY angry....

If it is the feedback for the fencing it's still there on your seller's feedback score albeit quite a way down.
See what a sad person I am? I actually went through your feedback left to find it 😅

Yes feedback only shows for 12 months, then the feedback ratings reset themselves. It should though be buried in their feedback somewhere. If there was a case involved then yes feedback is generally removed.
But it was 12 months ago now......

Feedback is not physically removed after 12 months but is no longer included in the feedback percentages. If it has disappeared from both the seller's and your feedback profile then that means that eBay has removed it for some reason probably on the seller's request. There are several reasons why this might happen. See eBay's Feedback Policy for further details:

Thanks for your thoughtfulness, but no, it was feedback for the MADE TO MEASURE VERTICAL BLIND REPLACEMENT SLATS bought in Nov 23.

It's just happened again !
This is incorrectly down as the "accepted solution" because if you accidentally click on "REPLY" twice the "ACCEPTED SOLUTION" button is located in exactly the same spot and becomes live after the first click ! !
It's a stupid place to put that button and I have mentioned this before but the webmaster has never done anything about it.....

I suspect that is what has happened and I am very annoyed about it as I remember just how much trouble I had to go to to sort it all out. Days it took, literally, just because the seller could not be bothered to pay an extra 60p (or whatever it was) for a signature with Evri....

Yes that does seem daft but I think you can change it to a different post if you wish within a certain timeframe.

On the subject of bad feedback not being available, I ordered an Advent calendar for my 11 year old on the 23rd Nov and it's still not here. I am wanting to put bad feedback on for that seller* but if I cancel the order (because it is so late) then, as far as I know, I cannot put on bad feedback ?
So the seller has "got away with it" with no ill effect on his score.
* It may be the carrier's fault but the seller chooses the carrier, and, if he is so minded, he could argue with the carrier get a refund for that delivery and then give me a 50% (or more....) refund.

You do not 'cancel the order', as it is too late to request that and even if you were in time the seller can refuse.
You can make a claim for item not received if it has passed the expected delivery date, or you can make a claim for item not as described if it arrives after the expected delivery date.
In both cases you can leave appropriate feedback.

Thanks for that. If I did so would the feedback remain on even if the item was refunded ?

Yes, as long as you don't break any of the feedback rules, mentioning getting ebay involved used to be a reason for removal, so keep it short.
