Be careful of the timeframe to open an item not received case or you will get burned

Hi, just cautionary tale on my own stupidity. 

I purchased a set of lots in one transaction. Package was delivered, opened promptly. It was very nicely packed and I briefly checked about half of it and all was good. Put it aside and then a few weeks later realized that one lot was missing. Messaged the seller, no response. Ebay timeframe expired. Went to paypal, they basically told me to sod off and go file a report with the police. Filed a chargeback with my bank and guess what was the reply? The payment processor declined your request, and the bank did their part in sending payment for the transaction so see you later alligator! 

Shocking. Since there is one tracking number for the entire order, it all appears as delivered, so unless you file an item not as described case with ebay within the alloted time, there's nothing you can do.

To add a cherry on the top, from the paypal documentation supplied to the bank I read that I was accused by paypal of violating their user agreement and using private payments to buy company goods. Weird as my paypal account is a company account and so is my ebay. So it would seem that if you purchase items from private sellers on ebay and choose paypal it goes there as a private payment?

According to your post you got part of your order so if you opened a not received case you had to lose, you needed to open a not as described case.

Yeah that I did, forgot to mention. There is no option in paypal to open a dispute for a part of the order, same with a chargeback. The bank disputed the whole amount even though I repeatedly stated it was only for a part of the order.
