Hi  I am looking for some help contacting paypal as i have been trying unsuccesfully for the last month to query a significant overpayment. I bought an item from a buyer in Japan and when i checked the transaction it was 300 pounds more than what i had offered. I was told to phone them but keep on getting disconnected and their e mail customer services are telling me i need to speak to them so can not help.  I have also contacted e bay help and they are unwilling to help until i have spoken to paypal.  I have sent the item back as was so fed up but i was not refunded the full amount.  Any ideas would be very welcome   ... I bought an item last week from a business seller and received an email from Hermes today to say it's been delivered ... only it hasn't. Worse still they claim to have delivered it at 10.06 when I was at home and there was no knock at the door, no card saying where it had supposedly been left or anything else   I can't even send a "not received" message, as when I try to do that it goes straight to "delivery info" and won't let me get any further   Is there anything I can do, or is it a waste of time since the seller can claim it was tracked and delivered? ... Hi all,   What's the story with this stupid Global Shipping Programme? I was looking for some laptop screws for my sony laptop, and found a seller in the US, but he can't ship them any cheaper than the **bleep**py Global shipping he has set up on his page. How does it cost roughly $27 to ship a bag of screws (about 10-12 of them), or plastic hinges, or other small laptop parts, that would cost almost nothing to ship, to Europe? This is totally a rip off. Even if you were to track package, and add customs charges, which i doubt would be on worthless items like these, it still wouldn't come to $27. This is unbelievable. As a buyer I getting very very tired of sellers using their own picture  to suggest you're getting the item for that price I'm tired of wasting my time clicking on items that are not what the picture shows and the price shown is often completely wrong when you actually click on the item once you found it on their site the prices usually shoot right up it waste my time and it makes a buying on here not present ...
