i am new to ebay , i bought a phone 26.04.20 did not receive it yet , the seller is not helpfull and even rude , i want to get refunded , i bought by credit card not py pal . how to open case as it direct me to paypal . i contacted epay they advice contacting paypal but couldnot get through them , . what should id o next . thanks
Oh dear, you're getting such contradictory advice! This is partly because you gave so little information. The two important points are:
What was the latest estimated delivery date? The reply below assumes that it's well overdue now, even allowing for covid-19 delays.
How EXACTLY did you pay by credit card? If the seller has a merchant card account and you paid them direct, i.e. not through eBay checkout, you can contact your card issuer to ask them to issue a chargeback. If you paid by card, but through eBay's checkout, your payment will have been processed through PayPal. In this case, you need to file a dispute undrer PayPal's buyer protection policy. If you don't have a PayPal account, you will need to open one to claim. You may have to contact PP customer support to explain what's happened, and get their assistance in openng a case.
If you're going to use eBay regularly, best to pay by PayPal. This qualifies the purchase for eBay's money back guarantee, which is much quicker and more straightforward.
Be cautious about buying anything of value on eBay. As you've discovered, not all sellers are helpful. Warranties for items sold here are liable to be meaningless, and eBay and PayPal only cover the condition of the item on delivery, not faults developing in use.

When you say you paid by card, do you mean you gave your card details over the phone?
If not the card payment would still have been processed through by paypal, and I have heard that this causes problems with doing a chargeback, as you have not been in direct contact with the seller but using an intermediary.
You should always pay though Pay Pal with your Credit Card to get biyers protection ,
If you bought it on ebay as long as the seller has not had their account suspended you should be able to open a case on ebay. But seeing that you're having problems doing that the easiest thing would be to ring your credit card company and ask them to do a chargeback.
However, you need to allow enough time for the item to arrive first. There are lots of postal delays at the moment.
