both ebay and a seller say they have given me a refund but I haven't recieved any money in my paypal account or bank account

In your purchases the PAID SYMBOL should have changed to the REFUNDED symbol. Only if you used funds already in your Paypal Account will the refund be INSTANT. If a Debit Card will take 7 days to go to Bank Account.

The Refund will take a few days to Clear into your Bank. It goes back to your Payment Source. If you Paid by Credit Card it won't show until you get your next Monthly Statement.
