How Can A Seller With only 50 sales get a promoted coupon for purchases very unfair processes, eBay who might as well promote a banned seller?. stooping low here is a clear understatement.

I don't quite know what you mean. Do you mean one of the eBay banner type blanket all stock coupons that eBay promote?
If a newish seller they've probably signed up to one of eBays programmes and are meeting targets for uploading listings and jumping through the right hoops.
There are quite a few free programmes and some paid like protrader plus. Being a newbie I'd guess they're on startup scale up.

What are the free programs? I was on the phone with eBay CS for one hour asking them how to get on these coupons and the answer I got at the end was “it’s random”

Well, that does about sum it up.
Basically they have these various promotions every so often and if your listings fit the criteria, it will be applied to them.
I'd be willing to bet that at some point you will have this happen already and you have just not noticed.

Doesn’t make sense. There’s currently a discount running - ‘HIGH10’, 1866 eligible sellers. I went through the first 50 or so, some don’t even have a shop it seems.

It will make sense, you just don't see it.
But there will be some very specific criteria for it.

As mentioned in the post one is called start up scale up and its for new business looking to get their foot in the door - this would explain lots without shops whilst they build their listings upto the point it stacks up.

Others like protrader are by invite and then theres protrader plus (paid) but it could be seen as an investment in your business.
