Why doesn't the Buy it Now Price show on my advert?

Being repeatedly asked to update payment method and can't withdraw
If I click on that set payment method, it gives the updated notice in green. But if I click on the arrow and then and click set payment method, it just gives the circle of doom forever. (withdraw) remains greyed out.
