Being repeatedly asked to update payment method and can't withdraw

If I click on that set payment method, it gives the updated notice in green. But if I click on the arrow

 and then 

and click set payment method, it just gives the circle of doom forever. (withdraw) remains greyed out.

The system says account not verified at the same time it appears to be verified. My guess is that it isn't and ebay haven't ironed out the various ways of saying the same thing.
