Are Ebay adding extra fees to seller's postage charges now?

Although i'm glad Ebay have allowed sellers to opt-out of using their currently unwieldy "Simple Delivery" service for items listed at £10 or less,  i've been dismayed to find they appear to be tacking on an extra fee to P&P charges when you choose not to use this expensive option. I sell a lot of DVD's & because of some sellers selling such things at insanely low prices i need to be able to use the cheapest economy services available to have any chance of selling mine. I've just listed one with a "up to 250g" Royal Mail postage label that used to cost £1.80 but when i confirmed the details and the listing went live it's saying the label will now cost £2.16. I thought this was perhaps a glitch so just out of interest i applied the "up to 100g" postage label instead which should've been £1.55 but after confirming it said £1.86! 

This constant tinkering really runs the risk of confusing, frustrating & alienating a lot of sellers and in my opinion they should just go back to charging sellers commission or a least try making these new changes more transparent and streamlined.
