I had an experience that might help someone else.
We use DHL Global Mail that utilises Deutsche Post to deliver international items.
Since the trump tarrifs and Deutsche post suspending most USA mail, I leapt into action to block the USA.
I use policies, so set to work adjusting the settings and UNclicked USA in the delivery options.
THEN, wait for it, we got a USA order. I phoned ebay and they told me that I had forgotten to exclude the USA. I remarked that I had unclicked the box! but as well as UNclicking the USA box, you also have to click the EXCLUDE box!
So, just in case you think you are going mad, like me,
Deselect the country you want excluded and tick the exclusion.
