It is the international fee; it is always paid by the seller. It is 3% of the total the buyer paid including shipping, taxes etc.

so can this be added to the cost of the shipping automatically on the listing for global buyers ? or is there a way to fix this ?
I only have this stupid simple delivery option...
i thought it was supposed to be free for private sellers...

There has always been a charge for international fees when you use the Global Shipping Program.
It's not new. It's around 1.8%. It may increase in price bands but I don't know as I never take any notice.
You can increase your prices if you feel strongly about it or you can pay the small fee and be happy that you have sold an item oversees for a minimal fee.

I have just checked two recent GSP sales and they are both showing 1.8% international fee.
Unless it is different for private sellers?

my fee was 3% private seller.
ebay - this needs to be very clear when your going to list the item to sell, what fees are involved etc when using global shipping.

That's still not bad it's pennies for selling internationally.

The international transaction fee for private sellers is a straight 3%
"If your registered address is in the UK, we charge an international fee of 3% if the delivery address for the item (entered by the buyer during checkout) is outside the UK."
For business sellers it varies on location.
"This fee is calculated on the total amount of the sale and is automatically deducted from your sales proceeds. The total amount of the sale includes the item price, any handling charges, postage, and any applicable taxes.
Eurozone & Northern Europe* | US & Canada | All other countries |
1.05% | 1.8% | 2.0% |
*Northern Europe: Denmark, Finland, Iceland, Norway, Sweden. |
If your registered address is not in the UK, please refer to the fee page for your country or region of residence for your international fee information."

It's not just a fee for international sales via the GSP, it's applied to all international sales, and in all fairness it is on the eBay guidance page for fees:
If your registered address is in the UK, we charge an international fee of 3% if the delivery address for the item (entered by the buyer during checkout) is outside the UK.
This fee is calculated on the total amount of the sale and is automatically deducted from your sales proceeds. The total amount of the sale includes the item price, any handling charges, postage, and any applicable taxes.
