It looks like you need to verify your bank account, and I can see you've requested the micro deposits to do. Please note that they will be sent to your bank account, and once you receive them, you need enter them in your eBay account. If you don't receive them straight away, please note that it could take up to 5 business days for them to go through.
Once that's done your payouts will resume, and the funds in your eBay account will be sent to your bank account.
