The new Buyer Protection fee will be applied to existing listings on 4th February.
Payments will be made same as before, there's no change there, apart from a payment hold of 2 days after tracking shows delivery or 14 days if no tracking.

So anything overseas will be subject to the same rules and the vagaries of the local postage system.
I've had a good run with eBay since 2001. I still have a few bits and pieces listed, but and am prepared to put them on holiday setting until this foolishness goes away.

The new buyer protection fees will be added to all existing Buy-It-Now style listings. Existing Auction style listings won't be affected.
With regards to overseas sales, if you send via the GSP then payment will be released once the item is delivered to the UK hub.

marco@ebay has confirmed that's not the case now, and that tracking needs to show that the international buyer has received their item.
Personally, I believe this to be an error on eBay's part because guidance hasn't been updated to confirm this change to the GSP, and it's not terribly logical. I stand to be corrected though, there are a lot of new changes coming.

There's also the upcoming change to Click & Collect which is along a similar line. Again, this makes no logical sense and I think it's an error:

Would that apply to auction listings which were begun prior to the 4th? Whilst I can see eBay wanting the buyer protection to be effective immediately, would it be legal to add a fee to an auction bid, especially if that bid had been placed prior to 4th February?
Would be so very much easier for this to apply to all listing, auction and buy it now, listed from the 4th, otherwise you could have the situation that a buyer could put in an offer - or get an offer - on 3rd, with a changing price on the 4th. Wouldn't make for happy buyers and I could see the seller getting some flak for this.
