"Your funds are available" but they aren't in eBay Balance

I sold two items and the "funds are available" in early November. However, the money has not appeared in my eBay balance, so I cannot withdraw it. Can someone help? I have tried removing and readding my bank account details, but still no option to get the funds

So, I guess it is about getting used to the “new system” (aka we’d like to keep your money and earn interest ourselves). What happened was postage and an item bought wiped out the credit, wit out me realising that I’d only paid the balance by PayPal, not the whole amount. This is terribly confusing as a new approach and much less obvious. I’ve given feedback that I don’t like the eBay balance system and would like the old way of moneys in and out, which is much easier to keep track of. So, problem solved BUT the problem was caused by the change. Ringing the eBay helpline for a callback - thank you preseason! - the customer support person said they are getting a LOT of confused callers complaining

Does this mean you can only use the available funds when they appear in the Ebay balance, because I have available funds, but have nothing in the Ebay balance blue box, plus in the part under the payments tab, where it indicates my Ebay balance it states I have something like about £12, but there is a - sign before the £12, meaning it shows up like this - £12.00.   Does that mean I have a negative balance in my Ebay balance at the moment?   Does that explain why I have available funds, but nothing has appeared in the Ebay balance blue box?
