I see eBay is introducing another of their little "helpful" changes - now they will be holding on to funds and not paying the money straight into our bank accounts - so they will earn interest on our money and if people forget to transfer eBay gets to keep our money for longer! Good old Ebay!!!

Not sure why anyone would support the eBay balance as the default position is keeping your funds as explained below from a section of a consumer journalist article :
Defaulting to leaving funds on account is a shrewd move for eBay, since they earn interest on those funds, but requiring sellers to manually request transfers is a giant step backwards in convenience and user experience - and that's assuming it actually works as advertised.
Unfortunately, many UK sellers are reporting problems with requesting payouts now that they have been forced into eBay Balance, but it's not clear if it is a technical issue, confusing UX design, poor communication from eBay about how the new program works or some combination of all of the above.
Several sellers said their accounts showed available funds to withdraw, but when they tried to complete the process, it didn't work.
and another section of the article :
Arguably, removing the previous options for automated daily, weekly, fortnightly or monthly scheduled payouts and requiring sellers to navigate a complicated multi-step process instead could fit the definitions of both "forced action" and "obstruction" dark pattern design practices.
And while we're on the subject of intentionally complicated processes requiring unnecessary steps, it appears some users were also confused by eBay choosing to initially show the payout amount as £0.00, rather than the amount of funds actually available, and requiring the user to manually enter the amount they want to withdraw

There are always members that struggle with ebay changes, and many many more that do not.
A journalist's job is to make something look worse than it actually is.

You obviously haven't a clue about journalism.
A Journalist job is to show a fair impartial view on what's taking place , rather than generically stating " all is good".
Read the article rather than continually state foolishness . If you read the article it might provide a spark of intelligence. The article is putting a fair argument of " consumer practises " that are not healthy and illegal. I am of the mind to read a book fully rather than take a one sided version.
If it comes to light that negative consequences have arised due to the eBay balance I'm sure the UK consumer laws will look into it.

I don't really see what 'negative consequences' there are?
Before my money was paid into my bank once a week. Now I can pay it in whenever I want, or leave it to accumulate - it's up to me. I have used some to buy a few items. I will probably draw the rest when/if I have a few more sales.
I like the flexibility of drawing when I want, or using it to buy, or to leave a bit in reserve in case I gat a refund to deal with. I always found it annoying on a Tues monrning that if I had an item to send, I had no funds left to make the payment, because ebay had sent the whole balance to the bank early that morning.

The article refers to UK consumer laws and some eBay sellers experiencing difficulty with the new eBay balance. That is a negative consequence! That's the point.
Please wake up ... The article is an example of the questions and legitimate concerns some people have raised. The fact that you keep on reiterating the same nonsense of your own personal experiences, which I couldn't care less about doesn't make no sense at all.

Hopefully they will also look into all the business sellers who sell on private accounts who break consumer law like the op of this thread who if registered correctly would't have to worry about eBays 'helpful changes'

I hate this new system, the money is not there immediately for me to request a transfer to my bank, "its being processed" Once it does move to payable I then have to move it before buying anything as it never goes to my credit card anymore and I've tried it yet again today with another fail.
So I'm annoyed that I cannot move it to my bank until ebay clear it but I purchased a postage label today for another item sold and they've taken the money from this label purchase from my "uncleared balance"
How is that fair and yes I did click on the so called option to have it taken from my credit card but this never works it's always taken from the balance.
This really annoys the hell out of me, I dont want labels or purchases coming off sales money and should be given a clear option when a purchase of anything on the site is made balance or other method of payment... simple for us but they are not going to make it simple.

I agree with you nobody asked if we wanted to do thing this way I was quite happy with the way it was working before. BUT I have notice that they are trying to diddle me out of money I sold 3 baby cardigans but the buyer or Ebay didn't combine the postage which meant I had to refund the extra postage which Ihave done before but on my balance sheet the money that this person has paid for 2 of the items hasn't got the postage added the 3rd one has so I've refunded the extra postage but that means I am loosing that money
Talking to them on the phone they are "trying" to sort it out with a refund but I have to wait a week then check my balance???
I hate to think what we'll go through getting our money out reading what people are going through
Why do they make things difficult should left it alone
