I have an outstanding fee of 100 pounds to pay for a partial refund.
I have all correct bank, address and cards added as Preferred for selling costs but I am not able to use that card to pay for the fee.
Do anyone know if there is a solution for this?
I tried with different browsers and cleared browser cash.
The option to pick my card should be in the UI but it is not here and now I am getting emails that if I wont pay they will block some of my selling capabilities.

Access to your account is needed here which we unfortunately do not have, being members like yourself.
Contact eBay Customer Services explain the issue. Their lines to speak to an agent are currently closed, but reopen in under an hour at 8 a.m. if you contact CS then, there's more chance of Dublin answering.
This is the easiest and quickest way to contact eBay Customer Services, for a Call Back option.

Lines open 8 a.m. - 10 p.m. on weekdays
9 a.m. - 6 p.m. on weekends.
Automated agents will be available on chat outside of the above hours.
As said, I recommend contacting CS first thing in the morning as there's more chance of Dublin answering.

Ok so far I got a callback (waited 5min).
Spoke to a great guy that was trying to help.
We removed the debit card and added it again but it didn't help.
He opened an Issue with another team as we were not able to solve it during the call.
Will report back in a day or two.

Just one thing to check, not sure if it's still an issue it used to be, but what is the validity time on your card? If it's under 6 months, that could be the issue.

To change your preferred refund method in case you don’t have enough total funds, follow the steps below:
1 Locate the order in Seller Hub or My eBay.
2 Select Send Refund, or view the Cancellation, Return, or Item Not Received request.
3 Select Change how you’re charged.
4 Select your preferred payment method and select Save.
The saved payment method will be used for any future charges. If your preferred payment method is unsuccessful, we'll charge the amount you owe to your other on-file payment method, or to your linked payout bank account

An update. Now I am being threatened with dept collectors for 100 pounds which I would love to pay but I can’t as eBay web site sucks and won’t let me. None of the options work. IT didn’t nothing.
I am so done with this service.

I have tired all the mentioned options and nothing gets updated. I see my bank and my card and paypal connected to my account in ebay but I don't get the option to pick my card. I have tried removing and adding it back again probably 5 times by now.

That is probably the issue, if you are adding and removing a card 5 times, it doesn't give the system time to verify your card details, which takes a few days.
Add a card , and leave it for it to be checked and verified.
